Try "cat /proc/interrupts" with and without a modem connection.  This shows
the active IRQs and will help you determine whether there really is an IRQ
conflict.

My experience with PnP configuration is very limited but the pnpdump file
didn't seem to show a conflict for IRQ 5 and port 3e8.
