Slackware 3.9 doesn't include a package that contains tcpdump (you check
this by going to the "contents" directory on the CD and grep'ing for the
file name you want). Nor does it seem to be in contrib (which I had to check
from 4.0, not 3.9).
You'll need to get a .tgz from another source. One such is metalab, where it
can be found at URL
ftp://metalab.unc.edu/pub/Linux/system/network/management/ . Its main
competitor, sniffit (also not included with Slackware, alas), can also be
found at metalab, at URL ftp://metalab.unc.edu/pub/Linux/system/security/ .
BTW, I've assumed you have the 1-disk cheapie Slackware, not the 4-disk
"official" set. If I'm wrong in that, you may find it on one of the
supplemental disks -- I don't have that set so cannot say.
