The -n option to shutdown deprecated and discouraged, but having said
that, it shouldn't cuase what you describe.

Have you put anything in /etc/rc.d/rc.local?
At the lilo prompt, do linux init=/bin/sh
This will give you a root shell. Have a look at /etc/rc.d/rc.local and
see if there is anything odd in it. If there is, try fixing it. If
there's anything you don't understand post it here.
If it ain't that, try doing a shutdown -r now (without the fn) and see if
that improves things
If it ain't that, I'm out of ideas.
