The FTP protocol has separate connections for "commands" and
"data".

in active mode, the FTP client connects to the server for
the command stream, then the server connects to the client
for the data stream.

in passive mode, both connections are initiated by the FTP
client.  this tends to work better for some types of
firewalls, since the general philosophy of firewalls is to
prevent random connections from reaching you.
