Check and see if you have wvdial installed. It has its own config program
(appropriately enough called wvdialconf) that scans your serial ports for
a modem, then it sends a set of commands to the modem - if it finds one,
that is - to see what the modem is capable of. That's how I got a
skeletal setup set for my modem. Or, you could just use wvdial to connect
for a while.
