I'm not familiar with SuSe. If it uses a BSD style init scripts
(/etc/rc.d/rc.*) and you don't have a rc.local file. Then I don't see
any harm in creating one. It will need to be executable so chmod 744
it, and chown root.root as well.
If you don't want to create a rc.local file you could put the setleds
thing into another /etc/rc.d/rc.* file.
