I missed this the first time around. Assuming you are correct that the modem
is not a Winmodem (others have alrrady told you how to verify this), then
the details of how to proceed depend on what your ISP expects in the way of
a connection procedure. Genreally speaking, you want to install and
configure the pppd package for your distribution, modifying the chatscript
(or the internal equivalent in newer versions of pppd - I don't know what it
is called) to reflect what your ISP wants.

To make sure all the basic modem stuff works, use minicom to make a shell
connection to your ISP. In it, follow the ISP's procedure for establishing a
ppp linkup, right up to the point where you get the stuff that looks like
line noise (that's actually the start of the ppp LCP negotiation). If you
get that far, you know you can *initiate* a ppp connection, so you can
switch to using the same procedure with pppd/chat. After that part is done,
pppd itself will probably get the LCP negotiation right; if it doesn't,
you'll need to examine the logs to se why (and if you need help at that
stage, post the log output, after deleting any parssword information).

The docs that come with pppd and the PPP HowTO are the places to start,
along with the specific connection information provided by your ISP.
