Actually, many do; you just may not realize it, since if it's done right,
the behavior is invisible to the list. 

The majordomo setup at vger isn't very clever; majordomo can be configured
to look at messages sent to the list and spot ones that "look like"
instructions for the listserver. 

You are right that it isn't the best procedure, though ... just one common
enough that many listservers do get set up to screen for it.
