wu-ftp is a server yuo have listning for ftp connections i would imagen.
You possably type 'ftp xxx.xxx.xxx.xxx' Where xxx is a IP#.
Simply make sure you are in the directory containing the half gotten file
connect to the server go to the directory where the file is to be found and
type,
'reget filename'.
