CPU usage

When running linux (SuSE 6.4 kernel 2.4.0-test5) my CPU is running at 100%
usage all of the time.  When I run top it says that most (from 96% to 100%)
is being used by the system, but I see no processes that are running and
using that much CPU in the list.  Can anyone help me with this problem?
