Hi, It doesn't look like your mirror is set up correctly.
mirrorlist= https://linux.dell.com/repo/hardware/dsu/mirrors.cgi?osname=el$releasever&basearch=$basearch&native=1 is used in the yum/dnf repo file. This works for RHEL7, as https://linux.dell.com/repo/hardware/dsu/mirrors.cgi?osname=el7&basearch=x86_64&native=1 gives you https://linux.dell.com/repo/hardware/dsu/os_dependent/RHEL7_64. However, for RHEL 8, https://linux.dell.com/repo/hardware/dsu/mirrors.cgi?osname=el8&basearch=x86_64&native=1 gives you https://linux.dell.com/repo/hardware/dsu/os_dependent/emptyrepo. It will only work for RHEL 8 if you explicitly set "baseurl= https://linux.dell.com/repo/hardware/dsu/os_dependent/RHEL8_64/"; and comment out the "mirrorlist=" line in the repo file.
