One of many possibilities:

Make sure the modem configuration for DTR is configured correctly.
Either AT&D2 or AT&D3, depending on modem.  See mgetty how-to
for more info.  Also, if you do run mgetty on that port, mgetty will
perform an extra reset for you. (Not that you necessarily want an
mgetty on that port.)
