Pppd can do both although you may have to follow the instructions in the
pppd file README.CHAP80 to get MS-CHAP. The chap-secrets file serves for
both types. Windows machines can likely do both too, when properly
configured - but I can't speak from experience in this regard.

Configure pppd for both PAP and CHAP and use the auth option. Pppd should
then offer one, and if it is refused then offer the other, and the peer can
choose whichever it is configured to use.
