Yes and no.  If you use the 'login' option, the names show up.  Here is
output from 'last':

ggoodrum ttyR2        230400           Mon Oct  4 21:21 - 21:41  (00:19)
a_ppp    ttyR2        230400           Mon Oct  4 21:21 - 21:21  (00:00)

However, this means you still have to 'adduser'.  The users also have
shell access unless you explicitly disable it (which means you have to do
more or less what you proposed in the first place).

Therefore, just creating a login shell that execs pppd is probably a
reasonable approach.  I believe the proper way to do this is discussed in
Al Longyear's PPP FAQ (not the HOWTO); you should not run pppd directly.

If you are doing this for accounting (bill per use), this has been the
subject of several threads in the past.  I believe there are tools
available for this.
