OK.. 
I went ahead and put the addresses back in options file.
Now I'm getting PAP authentication failure messages...
and I have entries in the pap-secrets file.

When I set   0.0.0.0:0.0.0.0   in the options file it tells me the user
logged in and gives the previous error but when I set
210.232.87.89:210.232.87.86 It tells me that
there is an authentication failure for the user.

I don't currently have an auth line in the options file 'cause it seemed
like it was already doing it if that makes a difference.
