I have put a ppp-2.4.0 release on linuxcare.com.au. The URL is
ftp://linuxcare.com.au/pub/ppp/ppp-2.4.0.tar.gz.

As of this release, I have fixed quite a few of the bugs that people
have emailed me about in the last 6 months. If your favourite bug is
still in there, let me know.

The 2.4.0 release only contains Linux, Solaris and SunOS support. The
other ports have been left out for lack of maintainers. This release
doesn't contain the Linux kernel driver; the kernel driver in the
current 2.2.x and 2.4.x kernel releases is up to date.

The IPV6 support in this release has been relicensed by the author
under a BSD-style license instead of the GPL, because the GPL is
incompatible with the BSD-style license that the rest of the code is
under.

New features in 2.4.0 (compared to 2.3.11) include:

* Preliminary multilink support.

* Putting "@login" for the secret field in /etc/ppp/pap-secrets now
means that the peer has to authenticate against the login database,
whether or not the login option is used. This provides a workaround
for the security hole which exists if you put in a line with a null
  secret in /etc/ppp/pap-secrets.

* There is a hook for a plugin to choose the remote IP address,
  ip_choose_hook.

* Pppd creates a database of connections, called /var/run/pppd.tdb.

Bugs fixed in this release include:

* The allow-ip option should work correctly now.

* The wrong behaviour of nodefaultip has been corrected.
