Maybe the condition should be CONFIG_SAMSUNG_USBPHY not CONFIG_ARCH_S3C64XX and in case of CONFIG_SAMSUNG_USBPHY disabled a dummy inline samsung_usphy_set_pdata should be defined in the header?
