Limiting processor usage

Hi

I am looking for a utility that will limit users processor usage on an SMP
system.  If possible, I would like to limit users to only one of 
the two processors, and each user would get a max of like 50% of the
processor.  I dont want a utility that kills off processes, I just want it
to throttle the combined processes of each user.
