I'd be that you're seeing the old, old cpu load bug that nobody cared
enough to fix in 2.0.x.  Basically, if only one CPU was in use it would
give you times that were not too bad, but in SMP it would mix up user
and system time so that only the total was accurate.

Time to convert to 2.2.x;-)
