The usual recommendation is indeed to have identical stepping. However
I checked once by intel.com the specifications for SMP on PII and it was
indicated that a stepping differring by 1 was tolerated. I have such a node
with
2 PII/400 Deschutes which works as well as another node with identical
stepping.
