You have the right idea, and you can also satisfy almost everyone if you make
limitations. After all, in order to get linux certified it does not need to be
owned by any type of organization. So in essence you can create an organization to
make such legal commitments. In doing so, it will create a free enterprise for RH
and others, by allowing them to get their distributions certified. Obviously each
distr.(To be honest I looked at the legal side of linux and I do not see what is
stopping RH from doing so) will have to certify on their own, but look at the
possibilities !. Organization would need be composed of mostly lawyers and
business analysts. It would open a whole new market for everyone and double the
value of RH, and take one step forward against the furious m$.

Right now as it stands, linux has entered a new market with it's support of  SMP,
why not enter another one?
