T1 is 1.5 mega bits per second. Although you will never actually see that.
I would say that you should handle at least 100 users accessing the site 
on a constant basis given the connect/disconnect nature of http..
If you are trying to start an isp on a t1 these days.. forget it. 
In the old days.. 4-5 years ago.. a t1 was great. But now most decent
isps have t3's or better. And surfers are starting to demand it.

Sure but you run the risk of putting all your eggs in one basket.
But for a low budget situation this is fine.

Depends if you are handy with configuring things yourself
or you need commercial support? If you are the type that can
pick up a book and figure it out and are comfortable working
with text config files and the command line then go for apache.
Otherwise go with a server that has a gui config tool like netscape.

As the other poster said.. thsi would depend on the size but for 
lower volume raid stuff.. maybe raid 1+0 ~50-100gig, the new raidtools
built into recent kernels work fine. 2.2.13ac..etc.. Beyond 100 gig
I would consider a hardware solution or netapp type appliance IMHO.
