Another Alpha version.  This one has an added semaphore routine lis_down_nosig().  It blocks all signals while waiting on the semaphore.

I have also tweaked the queue runner tasks signal mask, but not by much.

This version no longer calls the queue running routine on top of a user entry in an SMP environment.  It will still do so in a uni-processor system.  That means that in a multi-CPU system the service procedures are called only from the LiS queue runner.
