Couple of releases supported following this release do support later versions of LiS. i.e LiS-2.16.18 and LiS-2.18.0.   There is  a major change between LiS-2.15.2 and LiS-2.16.18. So you may not be able to use 2.16.18 if LiS-2.15.2 cannot be compiled on RH9.   You might want to consider upgrading the  Dialogic release.
