I should probably start with clarification that yes my tabs are also "alive" in some way, ie they do show charging animation for few seconds in the screen when I plug the charger in. Also found that the images used for charging animation are on the nanda -partition in os_show folder.

Interestingly A13 seems to be also one of the devices reported to boot with that power_start = 1 key/value pair set, but maybe it needs some code then first in u-boot in addition. I tried looking in to A31 U-boot repo and stuff. It seems to be something that is "out of my league" with my skills. :( Or is there easy way to do similar unpack-modify-repack thingy for u-boot that is possible for script.bin? (I don't seem to be able to find even my board from the listed boards in repo, so have no idea how to build the u-boot unless there is unpack-modify-repack method available.) Any volunteers to help me further with U-boot?
