are you asking why usb-power-supply is not enabled by default?

It is entirely possible that there will never be USB power supply
connected to a particular board. There is also the possibility of
using just the ACIN part, for which I will be submitting a driver
soon (courtesy of Bruno Prémont).

On the other hand, the USB supply is probably so common that we could
just enable it. A board may choose to disable it or simply ignore the issue.
After all, the driver will correctly report on POWER_SUPPLY_PROP_PRESENT and
POWER_SUPPLY_PROP_ONLINE.
