Do you plainly boot into dos, or is there Windows 9x
involved? Win9x is known to change these settings at times
for it's own pleasure. So try booting from a DOS Diskette,
maybe the parameters will be different then.

You did load all the neccessary modules? They are not
reporting strange things (/var/log/messages!)?
