Feature request: Set start time and length of transition/mask

Bug description:
When trying to get a mask to start exactly at the same time a clip
starts and hold on for the length of the clip it would be a lot easier
if the properties menu held a spinbutton for choosing start position
on the timeline and the same for length.
Patch below.
