Preview fails for clips that contain non-English characters

Bug description:
Double clicking on a filename (image, video, or audio) with non-
English characters results in invalid XML, and thus the word "INVALID"
in the preview window. Preview XML needs to be generated the same
way, and with the correct encoding as the regular timeline XML.
