hotplug is the application. gphoto, sane, etc don't really have security
policies. That's defined elsewhere. They just want to be able to open
the device.

Which is of limited usefulness.

I disagree. The hotplug support in the kernel is the tool. The hotplug
support in userspace (/sbin/hotplug) is exactly what should be solving
this.
