It seems to me that all protocol  classes support AT commands, just
incompatible sets. So we need to export such information, preferably
uniformly for all applicable tty devices.

How much of phone control do you need? 
If part of the phone is controlled from kernel space it seems to me that
control of the whole phone needs a kernel part as well.
