Okay, this helps.  It shows that the Clie responded by saying that it 
wasn't ready when you first plugged it in.  After you removed and reloaded 
usb-storage, the Clie was ready.

Here's an experiment you can try, if you disable hotplugging so that 
usb-storage isn't automatically loaded as soon as you plug in the Clie.  
Try plugging it in, then waiting for some length of time (start with 30 
seconds and work downward), then loading usb-storage.  It may be that the 
Clie simply needs a short delay before it can work properly.  It would be 
interesting to know how long that delay has to be.
