Upon further investigation there are different things happening:
I have usb ports soldered to the board on bus 1 and ports connected via
an on-board hub on bus 2
Booting with the mouse plugged in to bus 1:
Mouse does not function in X.
Running 'lsusb' hangs and can not be killed with 'kill -9'.
Shutdown hangs while stopping USB hotplug.
Booting with the mouse plugged in to bus 2:
Mouse function in X
lsusb works fine
Oops on shutdown
Booting with no mouse, then plugging the mouse in to a port on bus 1:
Mouse function in X
lsusb works fine
Oops on shutdown
Booting with no mouse, then plugging the mouse in to a port on bus 1:
Mouse function in X
lsusb works fine
Oops on shutdown
Booting with no mouse, then plugging and removing the mouse in to a port
on bus 1:
Oops on removal
Hang on shutdown
Booting with the mouse plugged in to bus 2 then removing the mouse:
Oops on removal
Hang on shutdown
