It only puts the USB connection into suspend mode.  If your drive decides
that this would be a good opportunity to spin down the disk, then it will
do so by itself.  (If the drive is powered by the USB connection rather
than by a separate source then it will _have_ to spin down, since a
suspended connection doesn't supply enough juice to keep anything moving.)

It depends on the particular model of disk and what sort of USB interface
it has.  And BTW, I wasn't aware that there _are_ any regular SCSI
spindown commands, but maybe STOP UNIT would qualify...
