Weird. Those 4 ms delays are just the time it takes the UPS to respond to the requests. As far as I can see, each completion is followed almost immediately by another submission. Just follow the instructions given in http://marc.theaimsgroup.com/?l=linux-usb-devel&m=111815597814608&w=2 That will tell us what the host controller thinks is going on with the "stuck" control URB.
