This is obviously not ehci, as the P18F2455 only supports low and full speed. You need to provide much more details. I'd hazard a guess that you try to connect while the Xtal oscillator/PLL is not stable/locked yet, check that at the moment you try to connect, the PLL is fully locked and stable.
