Alan, I can't comment on the printer, as I don't work in the printer division.
As to whether iLO's USB device is strange, it certainly is. However, to the best of my knowledge, it follows all relevant USB standards. Consider that the iLO usb device works fine with older versions of Linux, the current Linux OHCI driver, Windows, Netware and even some of the other "fringe" operating systems. From HP's point of view, it would seem that the current version of Linux has a rather finicky UHCI driver. I think your suggestion about adjusting the IDLE_TIMEOUT value is still the best idea so far. I've been working on getting some timing information so I can come up with a suggestion for the value of IDLE_TIMEOUT, but I have other responsibilities to attend to first. What do you think about making IDLE_TIMEOUT a module parameter with a reasonable default value?
