I submitted the patch that added the clear_halt around October 6, 2005.  
It appeared in 2.6.15 (don't know which -rc) and was removed in 2.6.16.

You could try running a 2.6.15 kernel with the clear_halt line removed.

I don't know.  I suspect that the clear_halt is a false clue and the real 
answer lies somewhere else.
