I'm not the person who mentioned one of those.  When I needed
such a beast, I've had to craft one with a Linux development
board.  There's the USB-IF OTG test suite too.

I don't know of any, but in a few months the AVR USB keys should
be more widely available at about $32/each:

Some time spent with avr-gcc should produce some test devices, "cheap"
modulo that time spent.
