This was with the latest stable, 2.6.17.2. Even simply inserting the third pl2303 with the hub connected failed at one point. Disconnecting and re-connecting the hub with the 3 devices already plugged on the hub seems to work, though. My first guess was that this had something to do with split transactions. I don't have real hardware that can be used to debug this. I did turn on usb monitor and debugfs. Would a trace from usbmon help? Anyway, I'll be testing with the latest 2.6.17-git21 and there is a new USB_EHCI_TT_NEWSCHED that seems to address exactly this problem.
