Yes, they can. In theory, anyway. I don't know of any devices that do, and system support for control endpoints other than ep0 is pretty spotty. Yes. More accurately, a control endpoint has to _use_ both directions (not _ignore_ both) when transferring data, so of course it must support both directions.
