Yes, they can.  In theory, anyway.  I don't know of any devices that do, 
and system support for control endpoints other than ep0 is pretty spotty.  
For instance, the Linux USB stack doesn't fully support them.

Yes.  More accurately, a control endpoint has to _use_ both directions
(not _ignore_ both) when transferring data, so of course it must support 
both directions.
