That is an oversimplification.  Configurations can be used as a way to 
have different power modes, but they can be used for many other things as 
well.  For example, a device will have different configurations when 
running at high speed and when running at full speed.

Other devices don't use configurations for selecting different power 
modes.  They use a different technique, or they have only one operational 
power level.
