But it is meaningful in some cases.  The difficulty lies partly in 
deciding when it is or is not meaningful and partly in figuring out the 
character code correspondence.

On the other hand, it's questionable whether the kernel should need
this ability in any case.  We don't do a lot of fancy string
manipulation.
