I think you should start by reading relevant documents on the Linux Documentation project website (for example the hardware HOWTO, or some of the modem HOWTOs), and also the Linux USB users guide (on http://www.linux-usb.org). If you have problems with implementing these, look at the FAQ on http://www.linux-usb.org and make sure you provide the information that we need to know in order to help you.
Note also that there are usb "softmodem" designs that WILL NOT work with Linux at this time. Your modem may or may not be one of them.
