I had similar problems some time ago. You may look at the thread "Problems with serial converter Prolific PL-2303" around mid april 2002 in this mailing list. It seems to be problematic to use commands like cat, cp etc. which work with standard serial ports with USB serial converters. You will find additional hints for further debugging in this thread too.
