Any reference to "hotplug" in your syslog?  In my syslog I get

PS: I should have explained that the 0x3 parameter contains
the "match flags", i.e. which of the following numbers to use to identify
the usb device.  0x3 = lowest two bits set = use first two parameters
i.e. the vendor id and device id.
