OK, I got the self-powered hub out and plugged it in -- no difference. 
Still error -110.  The light on the device turns on, so the device is
getting power.  However, the link light on the hub doesn't turn off
(it's on until you plug something in) so the hub recognized that this
thing wasn't working.

I did a web search and discovered a few people complaining that this
particular game pad takes way too much memory and CPU time... This leads
me to believe that this is no ordinary USB device.

If any of you USB developers want to play with this pad to get it
working, shoot me an email.  I could mail it to you.  Otherwise, it goes
into the garbage.

Yep, they all do.  (well, I need to plug & unplug this Kensington mouse
a few times before the computer will recognize it, but the webcam,
printer and keyboard all work perfectly).
