Aside from contacting the manufacturer, you also could experiment with
enabling/disabling the hardware flow control. These lines are fully
supported by the FT8U232AM, and the modem may consider the computer to
be offline (or something) if they are not in the right state. As I
recall, you can change that setting in minicom with ^A-P or ^A-O ...

I assume that the modem is configured and enabled, and you can access it
with the software that came with the phone. In Windows you can try any
communication software (even totally broken HyperTerminal!) - repeat
your actions, send some stuff and see the response. At very least you
will know what to expect. Maybe your modem is stuck in transparent mode
and just waits for +++ sequence to drop back into command mode...

But if all that fails, as Greg said, call the manufacturer.
