Lots of BIOSes do USB-to-PS/2 emulation until a USB host controller
driver (HCD) is loaded and takes over the USB ports, but it's a stretch
to say that it's guaranteed I think.
After a USB HCD is loaded and takes over the USB ports, you need USB
drivers for any USB devices that need to be supported.

I don't see how it would work without the usb-storage driver.
But hopefully some people who have more experience in this aspect
of it can chime in here.
