I had these problems with several USB things and kernels 2.4.18 to 2.4.20. Whatever the problem it seems fixed by using 2.5.69 and the latest hotplug release. Of course there might be more than one problem. But be careful with 2.5.69 if you plan to mess with fdisk, mkswap, or anything of that nature.
